For the Cookies:
- 1. Preheat your oven to 350°F (175°C). Line two baking sheets with parchment paper.
- 2. In a medium bowl, whisk together flour, cocoa powder, baking powder, baking soda, and salt. Set aside.
- 3. In a large mixing bowl, blend vegetable oil and granulated sugar with an electric mixer until combined. Add eggs one at a time, then mix in vanilla extract and red food coloring until well combined.
- 4. Gradually add the dry ingredients to the wet mixture until just combined. Do not overmix; the dough should be thick but slightly sticky.
- 5. Using a cookie scoop or tablespoon, drop generous amounts of dough onto prepared baking sheets, spacing them about two inches apart.
- 6. Bake for about 10 minutes until edges are set but centers remain soft. Remove from oven and let cool on wire racks.
For the Cream Cheese Frosting:
- 1. In a medium bowl, beat together softened cream cheese and butter until smooth.
